Nyerere was supposed to own his failure; failure to enact laws that will create policies for economic opportunities for young people.
Likewise, while I don’t support impersonation and forgery, I think we should be considerate of people who seeks second chances in life…..using other people’s certificates to advance their career opportunities etc etc
Who is to blame for that? Again; the government and its education policies. For not enacting laws that will give second chances to these kind of people. In most developed countries, you can opt for other educational alternatives that are equivalent to the education level you seek.
The govt needs to work harder to create an environment in which people who failed in their exams, young girls who caught pregnancies while at school and other who dropped out of school for any reason, can do “a comeback” later in life. Lack of opportunities and alternatives makes these people turn to forgery and impersonation.
It is “morally wrong” to punish them for their efforts to better themselves; regardless of how they seek to better their lives (except if its killing or stealing).
